BACKGROUND

For the effective and efficacious way of carrying out of its services and mission, the diocese of Kigoma has developed an organization structure that defines relationships and assignment of roles. In the diocese of Kigoma the Services to the people of God are carried out under departments, commissions and programmes. In any case, the diocese has always offered its services through 9 diocesan departments namely the Pastoral department, Finance, Caritas, Catechetical, Communications, Education, Health, Liturgy, Lay Apostolate, Vocations department, 1 programme of the Pastoral Refugee Services and the Commission of Justice and Peace. Since Diocese’s purpose is both to evangelise and promote integral human development, this in itself creates two arms or offices of pastoral and development nature that are hierarchically coordinated by diocesan pastoral council. While pastoral office deals with spiritual and pastoral services, the development office is concerned with promotion of socio economic services.

1. PASTORAL OFFICE

The main function of the office is to promote evangelization and catechesis through coordinating and guiding all diocesan levels of pastoral activities. The office is also responsible for spiritual formation and nurturing vocations.

1.1 Pastoral Department.

The Pastoral Department, under the direction of the Bishop and assisted by the pastoral coordinator, has a special role to play in safeguarding the mission of the diocese, and ought to advocate the pastoral solicitude and love in whatever is done in the diocese. This department exists to support, facilitate, coordinate and develop ways of strengthening and revitalizing the pastoral service for the People of God in the diocese and encourages action on behalf of mission. It furthermore assists parish communities in developing a shared vision with an extensive network programs and advocacy. It encourages all approved diocesan approaches and programs by means of formation and training. Moreover, it has the duty to see to it that all the established socio-economic departments and related institutions are moved, in their operations, by the spiritual and pastoral solicitude and love. It is worth noting that the pastoral department works very closely with some departments, offices, commissions and programmes/units that are more pastoral oriented such as the catechetical department, lay apostolate department, liturgical department, Vocations department, Communications department, and social refugee services program, and the youth office

1.2 Catechetical

The main function of this department is to coordinate all catechetical activities in the diocese. This involves religious instructions at all levels of the diocese in order to deepen understanding about the Gospel, promotion of faith and spiritual formation. The department runs 2 catechetical centres of Kasulu and Kabanga.

1.3 Lay Apostolate

The Lay apostolate department in the Catholic Diocese of Kigoma advocates ways for members of each diocesan community to seek “the Kingdom of God ” by engaging in spiritual as well as temporal affairs. This ministry has to ensure that the role of the laity is understood and provides an opportunity for laity to have an input on issues that are pertinent to Church and society. This department coordinates ecclesial movements like Catholic Women Association (WAWATA), Catholic Youth Organisation (VIWAWA), Catholic Students (TYCS), Holy Childhood, pious movements, solidarities, family apostolate and other lay associations. In a nutshell, The department emphasises on the role of the laity in evangelization. Its main function is to promote active participation of the laity in the church through and by enhancing Small Christian Communities, Pontifical Missionary societies (PMS), Holy childhood, youth office, Christian movements, lay associations and family apostolate.
The department provides direction, training, encouragement and it promotes the moral, intellectual and material welfare through formation programs and by elevating their capacity to concretely contribute to the social welfare from the grassroots level. The Diocese is trying to find ways of consolidating this functional department as the key for both evangelization and for tapping both human and material resources for successful development delivery.

1.4 Liturgical Department

This another department that is pastoral oriented whose main service is to coordinate all liturgical ceremonies. The department is likewise concerned with organizing trainings and seminars on liturgy and liturgical changes which require specific instructions. The department links the Diocese of Kigoma with the National Secretariat’s liturgical department as well as Vatican. Hence the department is concerned with implementing within the diocese those resolutions and directives from both national level and international level. The Department’s head makes sure that he oversees the functioning of the liturgical committees at the parish level as he does too for the diocesan level.

1.5 Vocations Department

This department is under Pastoral Office. The main function is to promote and foster vocations to priesthood, sisterhood and brotherhood. This involves preparations for different vocations and nurturing vacations through ongoing formation of priests and religious.

1.6 Communications department

The main function of the department is to emancipate mankind through information dissemination and sharing. The department provides enabling environment to facilitate an improved communication and information sharing mechanisms within the diocese, collaborators and partners. The programme makes every effort at increasing access to information, abridge and diversifying means of communication. It is responsible for devising and developing an effective information management system for easy monitoring all programs in the diocese. In Kigoma diocese, the department is meant to obtain and diserminate news papers, overseeing the preparation and determination of Ibuhana Diocesan bulletin, and updating constantly the diocesan website.

Our vision is the church as a family of God, committed to holistic evangelization and integral development.

Mission

The department works to redeem the total person by promoting bodily and spiritually development through good communication. We welcome the public in the church as she strives to redeem man from the bondage of sin and other human miseries such as poverty, illiteracy, diseases and various forms of injustices.

Objectives

Based on the vision, we venture to aim:
  1. To promote effective communication for effective evangelization
  2. To build and strengthen communication organization structures.
  3. To help parishes to form and strengthen communication committees.
  4. To involve the youth, women and children in evangelization through group communication and drama.
Presently,we embark on planning a macro multimedia project. The project will be known as COLIC(Community Learning and Information Centre).COLIC is a timely response to uphold Communication as a tool for development. The Centre will have four units:
  1. Community radio
  2. Open learning centre
  3. Public library
  4. Research centre

1.7 Pastoral and social refugee services program (itinerant people)

The main function of this programme is to offer pastoral care and social services to the refugees and itinerants. In fulfilling these functions the programme undertakes the following functions such as catechetical instructions, administration of sacraments, pastoral counselling, peace and reconciliation, rehabilitation, social services

2. DEVELOPMENT OFFICE

This is an integral diocesan arm instituted to complement evangelisation programme. The office is charged with the role of studying socio economic realities and development challenges facing the communities in view of improving their welfare. The diocese runs several socio economic interventions under the following departments and commissions.

2.1 Kigoma Diocesan Development Office (KIDDEVO)

The development office has been established in the Diocese of Kigoma. KIDDEVO is intended to coordinate and monitor all development oriented department and programmes in Kigoma diocese. KIDDEVO is meant to coordinate, supervise and support all socio economic endeavours from their initial stage to fruition. The office is charged with the duty of assisting other diocesan department institutions in planning and reviewing project proposals. The development director who recommends all project proposal to the Bishop, is meant to represents the development oriented department in the pastoral council. By development oriented here we mean Administration & Finance department, Caritas Department, Education Department, Health Department and Justice & Peace Commission

2.2 Administration and Finance Department

This department provides economic services. The finance department is a custodian of all the finances and assets of the diocese. The office ensures accountability and transparency in the utilization of resources available in the diocese. Finance department through financial committee is charged with the duty to see to it that financial and material resources necessary for evangelization are at the diocese’s disposal. It is from this juncture the department runs some income generating projects which are service oriented. These include Nzimano Hostel, community centre, Amani Beach, Peace and reconciliation centre, Nzimano soap factory etc. under this department one finds too some centres which offer services to the religious and society. These include Kigoma Catholic Training Centre(KCTC), Spiritual and Pastoral Centre (SPC), Caritas Building Unit (CBU) and Kasulu Technical School (KTS) General activities of the Finance department

  1. Preparation of management information system for management meeting purposes in financial matters.
  2. Responsible for the implementation of all financial related policies as directed by the Diocese.
  3. Overall responsibility of all the funds of the Diocese in accordance with the plans of the finance and planning committee.
  4. Responsible for the administration of the ecclesiastical goods of the Diocese.
  5. Responsible for implementation of some personnel related policies especially on salaries, wages and contracts as directed by the Diocese of Kigoma.
  6. Specific activities
  7. The Diocesan financial administrator, is the spokesman for Kigoma diocese in financial matters.
  8. To present to the Diocesan financial and planning committee, an account of the annual income and expenditure for the whole diocese.
  9. To control the Diocesan financial administration including licenses and insurance and administration of various claims in the Diocese.
  10. Preparation of administration and financial management related information in response to Bishop’s requests.
  11. 2.3 Caritas Kigoma

    Caritas Kigoma is one of the 9 departments under development office. Her main function is to offer humanitarian and social services to the most vulnerable through empowerment. In fulfilling these functions Caritas undertakes the following functions through programmes or projects namely, Food security, HIV/AIDS control, Orphanage Sanganigwa “A” & “B”, Water project, Women in Development/Gender and Development (WID /GAD) projects.
    Is headed by The Executive Secretary who works in collaboration and under supervision of the Board of Caritas. The main goal of Caritas Kigoma is to eradicate poverty and Social inequalities. Caritas is committed to combat dehumanizing poverty which robes people of their dignity and humanity. Caritas Kigoma has many faces but one heart. She provides assistance to the most vulnerable regardless of race, tribe or religion. Caritas Kigoma seeks to make the poor not objects of pity but subjects of their own development and agents of change, best placed to develop their own solution in the society. Caritas Kigoma’s Mission is “Moved by the love of God, Caritas wants to see a just and peaceful society where by all the people live in dignity, solidarity, justice and prosperity While as a mission, Caritas Kigoma exists to increase awareness of the human rights of vulnerable, marginalized people and victims of social and political unrest. Caritas has been serving in providing food, medication and social support to refugees from Burundi and Congo during political civil wars in the camps of Mutabila, Kanembwa and Nyarugusu. Caritas also carries out programs like food security, Women and Gender issues (WID/GAD), and management of Street children centres Like Sanganigwa A & B. Caritas also provides water services, agricultural and environmental training as well as seminars on capacity bulding. A good example is that Caritas has been able to supply water to the villages of Musambara in Kasulu and Kasuga in Kibondo.

    2.4 Education department

    Education department seeks to improve access and participation of all eligible students to education opportunities and coordinating all educational activities in the diocese. The department provides educational services through mainly through Pre-primary Schools, Primary Schools, Secondary Schools, Vocation Training Schools and Colleges. There are almost 17 institutions under the care of this department without counting nursery schools. To sum up, the Diocese has several nursery schools, 2 primary schools, 8 Secondary Schools, 4 Vocational Training Schools and 2 College.
    The department is under the Care of the Diocesan Educational Secretary (DES) who is assisted by the Diocesan Educational Board as its highest governing body. Vision of the department is quality education accessible to all by integrating Christian values for committed services to the society and the World at large.

    2.5 Health Department

    Heath Department provide health services. The department offers this service by coordinating all health activities in the diocese focusing on health promotion, disease prevention and cure. The department coordinates the health institutions such as 5 dispensaries, 3 health centres, 1 hospital and Kabanga Nursing Institute and conducts outreach health services.
    Health department’s vision is based on the belief that a human being is both body and soul, hence it wouldn’t be possible to save him/her only spiritually while physically remaining tormented hence going in line with the famous Latin saying “Mens sana in corpore sano” meaning “a health mind in a health body”. The diocesan health department coordinates health services through 8 health institutions in the category of the Hospital, Health centers and dispensaries. In the Diocese we have 1 hospital, 3 health centers, 5 Dispensaries and 1 Nursing Institute. These are Kabanga hospital, Mulera & Marumba Health centers, and Kiganza, Musagara, Muhinda, Kasumo & Kakonko dispensaries and Kabanga School of Nursing.     2.6 Justice and Peace Commission

    The formation of this commission is a response of the diocese towards social problems that impinge human rights within and outside the diocesan boarders. The commission seeks to fight all forms of injustices through creation of awareness, lobbying and advocacy as well as establishing systems and structures for controlling injustices and thereby maintain peace, justice and reconciliation.
